Trump Administration Ends Federal Coverage for Gender-Transition Procedures as House Passes Bill to Protect Minors
The Trump administration has implemented a policy, effective Thursday, eliminating coverage for gender-transition-related medical interventions in federal employee health insurance plans. The change, announced earlier by the Office of Personnel Management, ends coverage for “chemical and surgical modification of an individual’s sex traits through medical interventions” for federal workers and U.S. Postal Service employees.
The Human Rights Campaign filed a complaint with the Equal Employment Opportunity Commission on behalf of several federal employees, arguing that the policy constitutes sex-based discrimination. The complaint includes statements from workers at the State Department, Health and Human Services, and the Postal Service, one of whom has a daughter diagnosed with gender dysphoria for whom doctors have recommended puberty blockers and potential hormone therapy.
Human Rights Campaign Foundation President Kelley Robinson stated that the policy is “about driving transgender people and people with transgender spouses, children, and dependents out of the federal workforce.”
The Trump administration has taken additional steps to restrict access to such procedures, particularly for minors. In December, the Department of Health and Human Services proposed rules that would prohibit gender-transition care for minors and deny Medicare and Medicaid funding to hospitals providing these services to children. Senior officials, including HHS Secretary Robert F. Kennedy Jr., have described gender-affirming care for minors as “malpractice.”
On Wednesday, the Republican-controlled House of Representatives passed legislation that would criminalize gender-transition treatments for minors, including surgery and hormone administration, with penalties of up to ten years in federal prison for providers. The bill passed 216-211, largely along party lines.
Rep. Marjorie Taylor Greene (R-GA) led the effort, tying the legislation to one of President Trump’s key campaign promises. On the House floor, she displayed images of a minor who had undergone such procedures and stated, “Most Americans agree that kids just need to grow up before they do anything radical, like a mastectomy on a 15-year-old girl.”
The Senate is not expected to take up the measure. The House action reflects the administration’s broader priority of limiting medical interventions on minors related to gender identity while aligning federal employee benefits with those priorities.

Richard struggled to his feet.
